Can't see Administrators page on 2nd Enterprise Server

Anyone got any idea why I can’t get the administrators page to show up a 2nd server I activated with my enterprise instance? I need to setup more admins, just like on my other enterprise server instance.

I even tried browsing to /admin
I tried updating and restarting the entire VM.
Tried removing and readding license.

A guess would be this is something with the intention for the 2nd license to be a cluster of some sort and not a separate box. These are entirely separate boxes on opposites sides of the country with nothing to do with each other.

Verify it is an enterprise subscription. Also open Chome developer tools hold shift and right click refresh then click empty cache and hard reload.

Without doubt it is Enterprise.

License was applied to this server before I even built this operating system and installed this browser. But I did do a full cache dump, and tried a different browser, and a different computer entirely. Same thing.
