There isn’t any limit on having users with the same username. This was done to support transitioning to different single sign-on providers where there will be 2 active at the same time and users with email addresses on both. When users sign in with single sign-on it will match to an existing user if there is one.

When creating local accounts manually you will need to check for an existing account.
